An accompanying loose clipping featuring the image has a caption stating "NEW OFFICERS - Newly named chairman of the Texas Tech Boards of Regents is B. J. 'Joe' Pevehouse, left, and vice chairman is Mrs. Anne Phillips. J. Fred Bucy, right, completed two terms as chairman at the Aug. 6 meeting." Handwritten in red ink nearby is "Aug 82."
