Fred Henry Behnken was born on July 12, 1945 in Rock Island, Illinois. He received his M.A. (1969) and his Ph.D. (1972) from the University of Wisconsin in Madison. Both degrees were in geology. In 1972, he was offered the position of assistant professor in Geosciences at Texas Tech University and resigned his postion on May 31, 1977.
