Description
Negative of two men with the charter for Delta Phi Alpha. The image appears in a October 19th news clipping with the caption: "NEW GERMAN FRATERNITY - Dr. John Dowling, head of Texas Tech's foreign language department, receives Tech's charter for Delta Phi Alpha, national German honorary fraternity. Presenting him with one of only five charters in Texas is William E. Clark, Slaton senior and chapter president. The new fraternity will be installed in ceremonies Saturday at Tech. (Tech photo)"
