Photograph of Governor Pat Neff addressing the audience celebrating the awarding of the new college to the city of Lubbock. The back of the photograph is labeled "Scene from the West Texas 'Tech' Celebration - Lubbock, Texas Aug 28, 1923." The photograph was originally tucked into the scrapbook of Inez Morrison and written underneath the photo was "Gov. Pat M. Neff making an address."
