Sandy Harris presents Vice-President Marshall L. Pennington a certificate in his honor.
Accompanying press release states: "TECH LOAN FUND ESTABLISHED---Sandy Harris, Texas Tech senior from Corsicana and president of the university's Women's Residence Council, presents Tech Vice President Marshall L. Pennington a certificate naming a newly established loan fund for Tech women living in dormitories in honor of him. Miss Harris said the honor was in recognition of Pennington's support of WRC and it's activities."
